Statewide ESSA Title I, Part A Capacity Building Initiative
The Title I, Part A Capacity Building Initiative is funded by the Texas Education Agency and produced by Region 14 Education Service Center.  This website serves as a central location for Title I, Part A resources on compliance and best practice. 
 
The purpose of this Statewide Initiative is to provide sustained support and work cooperatively with Title I, Part A and Title I, Part D, Subpart 2 campuses in implementing Title I, Part A and Title I, Part D, Subpart 2 programs to increase the opportunity for all students in meeting the State’s content and student performance standards. This grant provides services and resources for ESCs and school systems statewide.

Announcement: EDGAR Training Days

The TEA Department of Grant Compliance and Administration, in partnership with the Statewide ESSA Title I, Part A Capacity Building Initiative, is proud to announce the launch of TX GRIT (Texas Grant Rules, Integrity, & Training)Two, one-day EDGAR Training Days will be the first events offered through GRIT. Each training day is uniquely designed to meet the needs to the different fiscal years.

These events are specifically designed to provide Education Service Center (ESC) staff with the timely training and support necessary to navigate federal grant compliance and administration effectively. 


Who Should Attend?

This training is intended for ESC staff who work in any capacity with federal grant programs, whether internally at the ESC or directly with school systems.

Event Details

We are offering two one-day training sessions. Please note that federal grant funds allocated to most ESC grants may be used to cover travel expenses for these activities.

2025-2026 Program Year Training

  • June 30, 2026 | 8:00 AM – 5:00 PM

  • At its heart, the Title I Capacity Building Initiative is a statewide support system designed to help Texas schools get the most out of their federal funding.

    We act as a bridge between the Texas Education Agency (TEA) and education service centers (ESCs) across the state. Our mission is to ensure that every administrator has the tools, training, and guidance they need to manage federal programs effectively and ethically.

     

    What We Do
    We provide specialized resources and technical assistance for several key areas, including:

    • Title I, Part A & Part D: Programs focused on helping students from low-income families and those who are at-risk or in neglected/delinquent settings.
    • Private Nonprofit (PNP) Equitable Services: Ensuring eligible students and teachers in private schools receive their fair share of federal support.
