Understanding Title I, Part D (ESSA)

Title I, Part D (Subparts 1 and 2) establishes the Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At-Risk. This federal program, authorized under ESSA, provides critical supplemental funding.

  • Purpose: To improve educational services for students in facilities for the neglected or delinquent, ensuring they meet the state's academic standards.
  • Impact: Improved academic performance prepares these students for a successful transition to further education or employment.

In Texas, the TEA manages funding distribution through two formula programs: Subpart 1 (State Agencies like Windham School District and TJJD) and Subpart 2 (Local Educational Agencies).
